Multiple development and governance programs
1. COMPETE Project: ELG was contracted by USAID's Compete Project to provide support services through IBDAA accelerator to 10 Startups, our services included drafting MOU templates/ partnership templates, Legal advice on startups shares redistribution and partners replacements and registration of 10 startups.
2. Effective Governance Program: ELG was contracted by USAID's EGP project to support the Palestinian Authority (PA) public sector reform efforts by assisting the PA to strengthen the operational and management capability of key ministries and public sector institutions to govern more effectively.
3. Investment Climate Improvement Project: ELG was contracted by USAID's ICI project to provide a number of consultations in the form of policy papers to ICI and Palestinian Ministry of National Economy regarding the simplification of registration of new businesses through removal of illegal constraints or red tape measures.
4. Investment Climate Improvement Project: ELG was contracted by USAID's ICI project to review the current structure of the IPR directorate and procedures for registering new IPRs, diagnosing strengths and weaknesses of the structure and process and eventually recommending administrative restructuring and procedural changes for the advancement of its work and activities.

Credit Facility Fund: ELG experts provided technical assistance under this WB project to establish a credit guarantee fund for the Palestinian private sector in Gaza. Our experts provided legal advice regarding management agreements, grant agreements, prospectus and reviewing term sheets.

1. Process Mapping for the registration and licensing of new businesses in Palestine: As part of IFC's efforts to removing the red tape practices and governmental constraints to market entry, ELG conducted mapping of the applicable procedures and process for registering new businesses and obtaining licenses for work in Palestine, and upon that our team conducted analytical review and examination of these procedures and processes to check if they were legally justified, business friendly and if they were efficiently implemented.
2. Iraq construction permits business process re-engineering: ELG was contracted by IFC to re-engineer construction permits process in 3 cities in Iraq, namely: Baghdad, Erbil and Basra. The project aims to streamline construction permits procedures in the 3 cities by identifying in detail the current process and associated direct and indirect costs and making recommendations to eliminate redundancies and make it more transparent and efficient.

Legal and regulatory framework development
Analyzing policies, laws and regulations affecting the MSMEs in Palestine: The project aimed to identifying and reviewing the regulatory and legal environment affecting the private sector in Palestine with special focus on Micro, Small and Medium Enterprises.
Legal Advisory Services for Drafting the Business License Law: The assignment is based on reviewing and studying the current law for business licenses in Palestine, with an aim to amend the law based on an approach of reducing costs and reducing bureaucracy.
Legal Advisory Services to the Ministry of National Economy: The assignment is based on reviewing the current legal and regulatory framework for licensing industries in Palestine, advising on best framework for licensing new industries, developing the industrial registry and creating a one stop shop for industrial licensing.
Legal Drafting: Drafting Palestinian Arbitration Law to bring the current Palestinian law in compliance with international best practices based on the New York Convention and the UNICITRAL Model Law.

Legal study and report on establishing the Riwaya - UNESCO: On behalf of Palestinian Ministry of Tourism - This assignment was focused on reviewing the policy options for establishing a folklore museum in Palestine, as a partnership between Public sector, Private sector and Local government with involvement of academia.
Transformation Options for Microfinance Department at the UNRWA: Study on possible options for registration of the MFD at UNRWA as a private sector entity. Study conducted in Palestine, Syria and Jordan. Options included thorough analysis of Banks, Finance Companies, not for profit companies and an Offshore holding company.

Support for the Introduction of RIA in Lebanon: Consultancy and capacity building to SIGMA/OECD project supporting the introduction of Regulatory Impact Assessment in Lebanon.
Legal study on regulatory quality in MENA region: The report was a diagnostic study of regulatory frameworks, practices and developments within MENA region, the report examined regulatory environment of Morocco, Tunisia, Egypt, Jordan, Lebanon, Palestine and Bahrain, studying their regulatory quality and providing recommendations on developing these practices.
